The badge is in the form of a winged shield. There is a crown, a wreath, a decorative background, and an enameled green cross, red circle, and a white flower (?) in the center. On the back there are both a pin with a clasp and a pendant or charm loop at the top. It is marked in the red enameled ring as follows:

The badge measures about 1-3/8'' x 1-7/8'' x 1/2''. It appears to be in mint condition except for a bent pin from use as pictured.
