It was made in Taiwan by Artmark. The figure works on balance and temperature. It gently rocks with a back & forth motion. It is made of glass with a liquid inside, a red flocked head, paper eyes, a yellow plastic top hat, a bit of feather, a metal wire and a metal pivot connector piece. The box has instructions on the back, a picture of two on one side, and it is marked on the other sides as follows: NON INFLAMMABLE
