The picture shows a view of this Feintool Advertising Premium Who Pays Metal Hand Spinner. It is not dated but it is old. These were often used in a bar, tavern, or pub to determine who pays for drinks. It is made of a non magnetic silver colored metal with recessed lettering in three languages. The indent in the center is a raised area on the other side allowing this hand to spin. It has a logo on the cuff and it reads as follows:

FEINTOOL
WHO PAYS?
QUI PAIE?
WER BEZAHIT?

The spinner measures 3-1/8'' long. It appears to be in mint unused condition as pictured.
