It is not marked and the maker is also unknown. It appears to be made of brass. One side has the Statue of Liberty and an American flag. The other side has a Policeman with two firemen, One is holding an American flag and there is a ladder firetruck in the background. It is marked on the two sides as follows:

To judge the size the medal or medallion measures 1-1/2'' wide. It appears to be in near mint unused condition as pictured.
