The picture shows this 1980 Boxed Olympics Souvenir Metal Pad Holder With Pen. Sorry for the dark scan. The bear character is actually bright and shiny gold and not dark as it appears. The set is in a plastic box with a clear top that was removed for scanning. It appears to be made of brass. It is spring loaded and pops open when the pen is removed. Inside is a paper pad and under, in the box is an extra pad as well. The nice engraved pattern at the top is on the entire back side. There is the image of a bear with the Olympic rings at his waist and below it reads:

MOCKBA - 80

It measures 2-1/8" x 3-1/2". It is in near mint to mint condition but the clear box top has some light wear.
