A little research found that David M. Bartley was Speaker of the Massachusetts House from 1969 to 1975. Here is a little more found on the internet about him:

''BOSTON -- The New England Board of Higher Education (NEBHE) Executive Committee has selected David M. Bartley, the recently retired president of Holyoke Community College and former Massachusetts House Speaker, to serve as interim president and CEO of the nonprofit, six-state education agency, effective March 1.

Bartley succeeds Robert A. Weygand, a former Rhode Island congressman who led NEBHE for nearly three years before accepting the job of vice president for administration and finance at the University of Rhode Island, his alma mater.

NEBHE's full 48-member board will move to confirm Bartley's appointment during its annual meeting in Boston on Saturday, Feb. 28. The board will conduct a search for a permanent president during the spring and summer of 2004.

NEBHE was established in 1955 by a congressionally authorized, interstate compact designed to encourage cooperation among New England colleges and universities, which now number more than 270. NEBHE programs focus on the relationship between New England higher education and regional economic development.''

The tie bars each picture the State House dome and a gavel. They each read:

SPEAKER
DAVID M. BARTLEY

They measure 2-1/8'' wide. They are only in fair to good condition. They each have some corosion on the front and back. It appears that they may have been in some water at some point. This corosion may or may not be able to be cleaned. We will leave that for the buyer to decide.
