The picture below shows a larger view of this Boxed ©1943 Deck of Rules of The Road Seamanship Educational Cards. These cards were prepared by Lt, Commander W. D. Kipp, U.S.N.R.. They are ©1943 and from Noble and Noble Publishers, Inc. of 72 Fifth Ave. New York. These cards pertain to international shipping rules in 1943 or during World War II.

We believe that this deck is supposed to have (48) cards, (47) numbered cards plus the instruction card. Oddly here, there are (2) #21 cards and (2) #46 cards, and a missing #45 card. It seems that an error was made and they were boxed this way when they were produced.

The cards measure 2-1/4'' x 3-3/8''. They appear to be in excellent or better condition as pictured. The box has some over all wear, one small inner flap missing, and the number ''45'' written on the back, this was perhaps the original price.
