The picture shows two views of this 1950's Painted Plastic Quaker Oats Man Advertising Premium Mug. This was a mail away premium cup from the Quaker Oats Company. It depicts the same Quaker man that is on their oatmeal cereal box.

This was made in the U.S.A. by the F & F Mold & Die Works of Dayton, Ohio, the same maker of many other nice cereal and other food premiums and prizes including many toy car prizes. Normally when found, I see these cups with much wear from use. This one is in near mint condition. It measures 3-1/2" tall.
