The metal tabs at the top would be folded over once a paper or celluloid name or title tag was installed. At the top is a brass name or title badge and hanging from it is a purple ribbon with silver print. It has a Union marking at the bottom and it is marked as follows: 5th BIENNIAL CONVENTION
