The top section fits on to the base and you would wrap string around the bottom of the ring top and pull it to make the flying saucer top fly. String is not included. The top section has the General Mills Cereal Lucky Leprechaun advertising character in the center and on the blades it is marked as follows: LUCKY CHARMS
