There are many different flags and banners of all sizes all over this building including a few Japanese flags on the corner. There are some (48) star American flags, so the date would be somewhere between 1912 and 1959. We would guess that this building was decorated and that the photo was probably taken for the World War I homecoming. This is only a good guess, we are not certain.

There are some people in the photo including what appears to be a police officer on the street corner. It has an exterior view of many different stores or businesses on the ground floor of the building. Some store window displays can be seen. Some windows have old awnings.
