They were most likely for use by a Bartender in garnishing drinks, fruit, olives, etc.. They may have also been used on tables for sugar cubes, candies, mints, or more. The two sides are identical and they have a fancy embossed design all over. The miniature tongs are entirely embossed and are marked on the two sides as follows: PARK & TILFORD
