The picture shows a view of this Old Harmony Council 22 Sterling Silver Medallion Charm. This charm is not dated but it is old. The maker is unknown, and we do not know anything about this old organization. The charm has two interlocking rings with a chain hanger at the top. It is marked on the two sides as follows:

HARMONY
COUNCIL
22
STERLING

Not counting the chain, the charm measures about 13/16'' x 3/4''. It appears to be in mint condition with an old patina as pictured.
