It is not marked and the maker is unknown. It has a diecut German Shepherd dog with a collar that you need to remove by manipulating it around the neck, face, nose, and ears. It is made of steel sheet metal and it measures 2-11/16'' tall. It appears to be in near mint to mint condition as pictured.
