The picture below shows a larger front and back view of this Small Old Bisque or Porcelain Novelty Toy Doll with Moving Arms. The doll is not dated but it is believed to be from the 1920s. It was made in Japan, but the maker is unknown. It is hard to see in the picture, but it is marked “JAPAN” on the back at her neckline. Her arms are wired to each other through her body. She has painted hair and facial features. The doll measures about 2-7/8'' tall. She could probably use a cleaning, but otherwise she appears to be in excellent condition as pictured.
