The picture shows a view of this Colorful 1966 Post Alpha-Bits Cereal Prize Mystery Diver Toy Figure. These were offered as prizes in Alpha Bits in three colors including red, yellow, and blue plastic. This ia obviously the yellow one. Originaly they came with a section of clear hose. It can easily be replaced with aquarium hose. It has a metal ball in a foot to weight the diver down. The way they work is you have the diver under water and blow in the tube to make him rise and dive. The diver measures 2-3/8'' tall. It is in mint condition as pictured, but the hose will need replaced to work. If we have some here we will include a section of it.
