The staples were probably put there by the store that sold it. This is one of those smoking toys that when you light the cigarette it blows smoke rings. I highly doubt that you would ever see these sold in stores today. There are (5) cigarettes included in the package. The backing card has the directions at the bottom and it is marked as follows: LOVABLE TRAVELER'S
