The picture shows a front and back view of this Old Hand Painted Porcelain Seated Man Figurine. The figurine is not dated but it is old. It is of a man in an old costume sitting in a chair and holding his Napoleon like hat. He is nicely painted in multiple colors. The bottom of the chair has a crown marking and it reads as follows:

HAND PAINTED
WAES CHINA
JAPAN

The figurine measures about 5-1/8'' tall. At first it appears to be in mint condition, but on close inspection the tips of his right hand fingers are missing.
