It was probably a mail away premium or from a store promotion. There is a handle with two rivets on the side. It has fraction measurements twice on the sides and it is also marked as follows:

The advertising measuring cup measures about 2-5/8'' tall. It has some small or light indents from use but otherwise it appears to be in excellent condition as pictured.
