The picture shows two views of this Old Birthday Greetings Wooden Popsie Character Figure. The figure is not dated but many of these were made in the 1960s and 1970s. There were many different ones. All of them have a message at the top when the figure is pushed down. This one has a girl holding a present. It is marked on the front and top as follows:
